Seven activities define the final expert review.

  1. review an unseen institutional file
  2. identify methodological deficiencies
  3. distinguish facts, allegations and assumptions
  4. challenge another professional's conclusions
  5. reconstruct the regulatory position
  6. redesign defective controls
  7. defend findings before assessors.
